Balfour Beatty Construction (BBC), serving as the Construction Manager on the LYNX Parramore Bus Rapid Transit Project for the Central Florida Regional Transit Authority (dba Lynx), will receive sealed bids from subcontractors up to 2:00 PM Eastern Standard Time on October 23, 2014 at Balfour Beatty Construction 255 South Orange Ave Suite 1100, Orlando, FL 32801. The Contract will include work primarily related to bus shelters, pole signs, traffic signal improvements, roadway milling and resurfacings, roadway striping, pavement base improvements, concrete walkways, curbs and foundations, bus passenger information systems, landscaping, maintenance of traffic, erosion control measures, environmental mitigation, real time bus information system, clean-up and trash receptacles and bike racks. The estimate for these improvements is $12,000,000.00. Plans, Specifications & Contract Documents will available on September 24, 2014 to be downloaded from Box.com. If your company chooses to download the Plans, Specifications & Contract Documents from the BBC’s website, it will be the responsibility of the Bidder to contact BBC prior to submitting a bid to ascertain if any addenda have been issued, to obtain all such addenda, and return executed addenda with the bid. A Pre-Bid Conference will be held on October 14, 2014 at 2:00PM at LYNX Central Station 455 North Garland Ave. Orlando, Florida 32801. All questions about the meaning/intent of the Plans & Contract Documents must be submitted in writing before 10:00AM, October 15, 2014, to Phil Davis, Jr., Project Manager, Balfour Beatty Construction, PDavisJr@BalfourBeattyUS.com . Balfour Beatty Construction is under no obligation to respond to questions received after this date and time. Upon award of contract, the Selected Bidder shall be required to provide proof that they can provide Performance and Payment Bonds in the amount of the Contract Price. The Surety must be licensed to do business in the State of Florida, must be included on the United States Department of the Treasury’s Listing of Approved Sureties, and must have at least an “A-” rating in accordance with the most current A.M. Best Company financial strength ratings.
LYNX is receiving U.S. Federal Transit Authority funding for this Project. Pursuant to the funding requirements of the FTA, Disadvantaged Business Enterprise (“DBE”) utilization shall be in compliance with applicable laws and regulations. The DBE participation goal on this Project is 14%.
The current Davis-Bacon Wage Rates to be paid on this Project are set forth in General Decision Number FL140229 which can be found at http://www.wdol.gov/dba.aspx
All materials for this project must comply with the Buy America Act. There will be no exceptions.
The Owner and Balfour Beatty Construction reserve the right to waive any informalities, to reject any or all Bids, or to re-advertise for Bids. Awards, if made, will be to the lowest responsive, responsible Bidder whose bid is most advantageous to the Owner, price and other factors considered.
Preview the new LYMMO Grapefruit Line Friday, April 11 until 6 PM and Saturday, April 12 from 10 AM until 10 PM. Regular service for the LYMMO Grapefruit Line begins Sunday, April 13.
Construction activities on the East/West BRT (Bus Rapid Transit) System include drainage improvement activities which has detoured east bound traffic on West Central Boulevard north to east bound Washington Street until June. West Church Street from Terry Avenue to the Orange Blossom Trail is closed due to streetscape redevelopment activities. The construction activities diagram and schedule for April is displayed below.
